And can it be?

Can there be such a thing? In the way that you do I came across a recipe for Toast Water yesterday! (The Settlement Cook Book of 11894 p. 39)
It appears to be cold toast steeped in cold water  for an hour then strained and given to unsuspecting sick folk!
I suppose it is no more bland than chamomile tea. But how, one wonders, did someone even conceive of the idea of doing this? and why?
Of course I will have to try it and I shall report just how ghastly it is.
It is a measure of our national disgust at the goings on in the national Parliament that Toast Water is more interesting than what passes for genuine political debate and discussion!
